Act 1
Prelude
Characters talk backstage while the stage manager reminds them to get ready for the show.

Prologue
Narrator introduces the cast and starts the show. The characters come out on stage and show their personalities. Each sings something. This leads into "Gonna."

Scene 1
Beauty is in the gym. She's been looking for an important man to take care of her but hasn't found him anywhere she looks. She starts singing the "Very Lonely" song. While she is at the gym, Hero is on his way to work. We see him in the shadows as he watches Beauty. He falls in love with her immediately. She doesn't see him and continues with her song. He leaves for his job at the flower shop and we see him come out of the shadows. Beauty and Hero sing the last line of "Very Lonely" together.

Scene 2
Hero is in his flower shop and Beauty arrives after her workout. He recognizes her and flirts with her. She rejects him because he is not important enough for her. After all, he is just a clerk in a shop. She asks him how he was named "Hero" and he sings "The Cookies Never Lie." She's not impressed. She buys her flowers and leaves. Hero watches her walk away. He puts his head down and falls asleep and we see his dream on the opposite side of the stage.

Hero dreams of Beauty meeting Very Bad Guy (VBG) and flirting with him. They exchange phone numbers and they kiss. Then, that side of the stage goes dark. Hero wakes up and realizes he had a nightmare.

Scene 3
VBG comes into the flower shop. He is an herbalist and wants to buy some flowers. Hero recognizes him from the dream and thinks VBG is going to kill him. He's afraid and angry. Hero won't believe anything VBG says and calls him evil. VBG doesn't like how everyone always stereo-types him. Hero laughs at him. VBG says "Fine. If that's the way you want it..." and starts singing "Bad as Bad Can Be." Hero chases him out of the shop and calls the White House. He says he'll be big hero for alerting the authorities. After the call, he says he hopes VBG doesn't kill him for alerting the authorities.

Scene 4
The president and his staff appear on stage singing "Never Ask Why." Then, President and Messenger discuss finding the right person to hunt down VBG. When President asks who they had last time, Messenger is confused and thinks President is talking about him. Messenger takes a letter from the president and leaves to deliver it to Hero. He sulks because he wasn't the one chosen.

Scene 5
Hero is working in his flower shop. He thinks everyone is out to kill him since he called the White House. He tells the flowers what's going through his mind. Messenger comes in to deliver President's message. Hero is frightened. He and Messenger sing "Killing Billing" and Messenger tells Hero he's only there to deliver a letter from the president. Messenger says he's tired of being ignored by the world. Hero ignores him and keeps reading the letter. Messenger sings "It Should Be Me." Messenger throws up his hands at the end of the song and stalks out the door.

Scene 6
Beauty comes back into the flower shop. She rushes to Hero, happy to see him. She tells him she heard the news that he is a hero and is going to rescue the world. She sings "Now That I Have Found You Here." They embrace and she asks what happens next. Hero tells her he has to do what the president asked him to do. He asks her to look after his shop while he is gone. She promises to take care of everything. He sings "Rescue the World" and the ensemble returns to join the song.

End of Act 1

Act 2

Overture
Scene 1
Narrator appears on stage and tells the musicians she's ready. They stop playing the overture and begin "Battle Preparation." Hero is wandering around with his suitcase in hand. He asks a few people passing on the street if they've seen the VBG. No one has. He continues his journey. He sees a church and goes inside. He sings "Take My Hand."

Scene 2
VBG enters the flower shop to buy more flowers. Beauty is working there and they flirt with each other. Beauty asks him what he does and he tells her that he is an herbalist. She asks what that is and he tells her it is like a doctor. Beauty is impressed but misinterprets everything he says. She starts to sing "The So Important Song." She says that he must be important. He asks where Hero is and Beauty tells him that Hero is off looking for a very bad guy. VBG says he hopes Hero finds him and rescues the world. Neither realizes that it is VBG that Hero is looking for. As VBG is leaving, he asks Beauty to dinner for her. Beauty agrees and he leaves.

Scene 3
Messenger comes to the flower shop to deliver a message for Hero. He sees Beauty and immediately falls in love with her. She asks who he is and he tells her he works for the president. She says he must be important and Messenger tells her that he is. They sing a reprise of "The So Important Song." Beauty tells Messenger where Hero has been on his journey to find VBG. Messenger tells her that Very Bad Guy is at a flower conference in Connecticut and to tell Hero to go there. Beauty promises to give Hero the message. Messenger asks Beauty on a date and she agrees. Messenger kisses her and says he will pick her up at seven. He leaves and Beauty stares dreamily out the door after him.

Scene 4
Beauty arrives at VBG's house and marvels at his medical degrees on the wall. She says he must be important. VBG is very humble. Beauty tells him that he is one out of ten. VBG smiles and tells her that his mother used to read him this story called "One Out of Ten" when he was a child. Beauty asks to hear it. On the other side of the stage, we see flowers coming to life. As VBG tells the story, we hear part of it told by the flowers. The flowers sing "It's Blooming Time" and "It's Glooming Time."

Scene 5
Hero learns VBG is at a flower conference in Connecticut and goes off looking for him. He finds VBG and they fight using the flowers. The choir sings "Temp Love" as temp music plays in the background. VBG wants to know why there is "stupid music" playing. Hero says it's a temp track and the director can't change it. VBG says he hates temp tracks and threatens to sing on his own if the musicians don't stop playing. The musicians ignore him. He begins to sing "Very Lonely (Reprise)." VBG tires of fighting and decides to end it. Hero still wants to fight so he will be a bigger hero. VBG starts singing "Flower Shop Dreams" and Hero joins in the song.

Scene 6
Messenger comes to tell Beauty that Hero is coming home and President wants to have a party for Hero. Beauty gets excited and thinks about getting his money. Messenger asks her to go have coffee with him but she turns him down. She says that Hero is more important and she can't see Messenger anymore. Messenger is furious. He stalks out of the flower shop and slams the door behind him. Beauty doesn't notice. She is thrilled about. She sings "I'll Have It All."

Scene 7
Hero comes home. Beauty is working in the Flower Shop. They embrace. She asks if it was scary to go off and fight the VBG. He says no. They sing "Your Love" to each other. Beauty starts to tell Hero about her affairs when Messenger appears for a date. As they all start to argue, VBG appears. He's also ready to go on a date with Beauty. This leads into the "Arguing Song." There is confusion and fighting over Beauty and why Hero didn't kill VBG. President enters during the song to thank Hero for his efforts. He is confused. Beauty chooses Messenger and they leave together. President speaks with VBG and eventually pardons him. Hero feels left out. He sings "Take My Hand (Reprise)."

Scene 8
VBG comes back to Hero. He asks if Hero wants to learn to be an herbalist and they can run the flower shop together. Hero agrees and asks what happened with Beauty. VBG tells him that people aren't always what they appear to be. This leads into "Secrets." Then, the cast comes out to sing "Time to Go (Gonna Reprise)" for their curtain call.
